Sometimes when somethings too hard, it means you're going at it the wrong way -that is you're doing something wrong. I know at this late date you may not want to completely revise your premise (Urban Time Shifting Elves) But maybe you could just try it as a writing exercise and see how far you get. Try Just Urban elves (if the urban element is really imprtant for publisher- though for some reason -and forgive me if I'm off base here - I think the urban element isn't as important to you the writer).
In anycase your muse is fighting against you because one of the puzzle pieces doesn't belong, figure out which one, and then you should be able to get to your plot.

Thanks, Mari. I wasn't used to jettisoning a whole concept, but when I did, I figured out what needed to be changed.
